Ms. Eugene is a social development specialist. She has thirty-eight years of experience working with the Government of Saint Lucia, most recently serving as the Permanent Secretary in the Ministry of Youth Development and Sports, before retiring in November 2023.

Other roles in which Ms. Eugene served during her tenure in the public service include, Social Planning Officer, Research and Policy Officer, Sustainable Development and Environment Officer, Assistant Permanent Secretary, Chief Technical Officer, Deputy Permanent Secretary, and Permanent Secretary for the Department of Sustainable Development.

Her expertise in sustainable development goes beyond the national jurisdiction, representing Saint Lucia at several meetings/conferences/negotiations/conventions regionally and internationally. Her duties involved serving as the national focal point for United Nations Environment Conventions, including the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Convention on Biological Diversity (UNCBD), and the Stockholm Convention on Persistent Organic Pollutants (POPs).

As a strong advocate for Small Island Developing States (SIDS), Ms. Eugene was selected to negotiate during the Global Environment Facility (GEF) Eighth Replenishment, on behalf of African, Caribbean, Indian Ocean and Pacific SIDS. Her ability to articulate the needs of SIDS was very influential. Her skills in resource mobilization enabled her to mobilize millions of dollars in donor funding for projects in the areas of environmental conservation, ensuring allocation of financial resources to address critical issues, inter alia, the devastating impacts of climate change and biodiversity loss.

One of her passions is working with vulnerable and marginalize communities. Having grown up in one herself, she often advocated for resources to be allocated to these communities to afford them the same opportunities to thrive both economically and socially.

Ms. Eugene holds of a B.Sc. (Hons) degree in International Relations from the University of the West Indies (Mona), M.Sc. in Planning (with a focus on Social Planning) from the University of Toronto as a Canadian Commonwealth Scholar, and a Diploma in International Environmental Law from the United Nations Institute for Training and Research.
